  1. Will there still be a pastor if there are other shepherds?

Yes, biblically he of course is also a shepherd of the team of shepherds, and has been identified on the basis of the qualifications in 1 Timothy 3:1-8 and 1 Timothy 5:17-25 as one who has been set aside particularly for his capacity in the Word and teaching. He will naturally have a larger influence through this capacity as ‘first among equals’  and may be ‘out front’ more due to the ability provided by remuneration to put more time into shepherding the flock, but as the team of shepherds shepherd the flock, and present things to the congregation they are recommending, his ‘vote’ is only 1 vote amongst them.  The other shepherds are not his subordinates.
